So although the tsunami wave was estimated to be 30 feet which would have allowed the sea wall to be relatively effective, it had dropped in height which allowed the tidal wave to overtake it. The back half of the wave moves much faster so it just continued to push and push more water.
Tsunami doesn't prevent action, only restrict movement to difficult swimming. RAW, they could still shoot arrows, cast spells, and all sorts of other things. As DM you might justify giving those rolls disadvantage, but they can still be performed. So what was stopping these equally level 20 foes from dropping a damned Meteor Swarm on the PCs?
IIRC, what made the 2011 tsunami so devastating was that initial reports underestimated the height of the waves and many didn't heed the evacuation warnings until it was too late. Hopefully we won't see a repeat of that mistake here.
Any tsunami video I look at barely looks like a 20 feet wave hitting shore. But wikipedia tells me there have been dozens of 100+ feet tsunamis even in the last 10 years.
If there's a tsunami, out to sea is the best place they can be - I'm not sure they'd even feel it. However, if the undersea quake triggers a rogue wave (not the same thing as a tsunami), that can cause a bad day for people. It won't capsize the ship a la Poseidon Adventure, but there are videos on YouTube of what happens.
Tsunami says the Salt x is fully sealed and can be fished like any other sealed reel (Vs,Zeebas) but that's just not true. I'm sure they're fine for the occasional dunk or splash but not if you plan to fully submerge and crank underwater with it. Water will get in and it will fail.
