A Boston Logan International Airport runway reopened Friday after closing for more than two months as construction crews worked on safety upgrades. Runway 9-27 has been shut down since Sept. 2 as part of a plan to install a “vital” new safety system meant to stop planes that have overshot the runway, Massport said.
