KERRVILLE, Texas (AP) — Over the last decade, an array of Texas state and local agencies missed opportunities to fund a flood warning system intended to avert a disaster like the one that killed dozens of young campers and scores of others in Kerr County on the Fourth of July.

A Kerrville-area river authority executed a contract for a flood warning system that would have been used to help with emergency response, local officials said.

The event was held as search crews and volunteers continued to scour miles along the Guadalupe River for the people still missing.

• Texas flood victims: At least 150 people are known to be missing in Kerr County as a result of the flooding in central Texas, according to officials. Sunday is a day of prayer across Texas. But as many filed into churches, first responders and volunteers filed into Kerr County, holding out up in their search and rescue efforts.
