More than 7 million people in portions of Los Angeles, San Bernardino, Ventura and Santa Barbara counties are in the highest-risk zone Wednesday, according to the Weather Prediction Center. More than a dozen flash flood warnings have been issued this morning in Southern California.

Ventura County Fire Department on Instagram: "Yesterday, Ventura County Fire Department, Ventura City Fire, Oxnard Fire, and the VC Air Unit successfully conducted a swift water rescue of an individual trapped by rising floodwaters. The victim was located beneath the 101 Freeway, surrounded on all sides by rapidly moving and rising water. Firefighters from all the partner agencies worked together seamlessly to execute the rescue. A member of VCFD’s Swift Water Rescue Team was lowered from Oxnard
